**The Unforeseen Encounter**

Part 1

The crisp autumn air danced across the grounds of the prestigious First Magic High School, carrying with it the whispers of students rushing to their next class. Tatsuya Shiba, a second-year student and member of the school's esteemed Shiba clan, walked purposefully through the crowded hallways. His silver eyes scanned the sea of faces, his gaze lingering on none as he made his way to the student council room. As he approached the room, a soft voice echoed from within, "Tatsuya, you're right on time." Miyuki Shiba, Tatsuya's younger sister and president of the student council, stood in the doorway, a look of mild amusement on her face. Tatsuya nodded curtly, his expression neutral. "I'm always punctual, Miyuki." Miyuki chuckled, her eyes sparkling with mirth. "That's true, but I suppose it's not every day that I get to see you so... enthusiastic about attending a council meeting." Tatsuya raised an eyebrow, his stoic demeanor unwavering. "I'm only here because I have to be, not because I'm enthusiastic about it." The siblings exchanged a brief, silent understanding before Miyuki stepped aside, allowing Tatsuya to enter the room. The student council members, all dressed in their formal attire, greeted Tatsuya with varying degrees of respect and wariness. As the eldest son of the Shiba clan, Tatsuya's reputation as a talented, yet unorthodox, mage preceded him. The meeting began, with Miyuki efficiently guiding the discussion through the agenda. Tatsuya listened intently, his gaze occasionally drifting to the window as he processed the information. The council was debating a recent proposal to increase security measures on campus, following a string of mysterious incidents involving unauthorized magic usage. Just as the meeting was about to adjourn, a sudden commotion erupted outside the room. The sound of raised voices and hasty footsteps grew louder, culminating in a knock on the door. Miyuki's expression turned inquiring as she called out, "Enter." The door swung open, and a flustered-looking student, Kento Yamazaki, rushed in. "Miyuki, Tatsuya, I'm so glad I found you. There's been an incident – a group of students have been caught using unauthorized magic in one of the dormitories." Tatsuya's eyes narrowed, his interest piqued. "Details?" Kento hesitated before launching into a breathless account of the events. "It seems that a group of students from different dorms had gathered in the Silver dorm, sneaking in to experiment with forbidden magic. They were caught by the dorm's monitor, who reported them to the faculty." As Kento spoke, Tatsuya's gaze drifted to Miyuki, who was watching him with an expectant expression. It was clear that she was waiting for him to take the lead. With a subtle nod, Tatsuya rose from his seat, his movements economical and deliberate. "I'll investigate this further. Miyuki, you're needed here to oversee the council's response. Kento, provide me with the names of the students involved and any other relevant information." As Tatsuya turned to leave, Miyuki's voice stopped him. "Tatsuya, be careful. We don't know what we're dealing with here." Tatsuya's silver eyes glinted with a hint of determination. "I'll be fine, Miyuki. I always am." With that, he departed the student council room, leaving Miyuki to ponder the uncertain events unfolding before them. The fate of the school, and perhaps even the entire magical community, hung in the balance. And Tatsuya Shiba, the enigmatic mage, was about to take center stage.
