**Chapter 1: Shadow of the Council**

Part 1

The year was 2087, and the once-great city of New Eden was now a mere shadow of its former self. The tyrannical government, the Council of Unity, had suffocated the life out of its citizens, ruling with an iron fist and crushing any dissent. The air reeked of desperation, and hope was a luxury few could afford. Alexander "Xander" Hayes Astor, 19, stood at the edge of the rooftop, gazing out over the city's bleak landscape. As the son of Councilor August Astor, one of the most powerful men in the Council, Xander had grown up with the weight of responsibility on his shoulders. His life was a never-ending cycle of duty and obligation, with every move calculated to maintain the Council's grip on power. Xander's thoughts were interrupted by the soft hum of his comms device. He glanced down to see a message from his father's aide, requesting his presence at a high-level meeting. He sighed, knowing that his day was about to get a lot more complicated. As he descended into the heart of the Council's headquarters, Xander's mind wandered to the rumors of a growing rebellion in the lower districts. Whispers of a mysterious figure, known only as "The Phoenix," had been circulating among the Council's inner circle. The Phoenix was said to be a charismatic leader, rallying the desperate and disillusioned citizens against the Council's tyranny. Xander's thoughts were a jumbled mix of loyalty, duty, and curiosity. He had always been taught to prioritize the Council's interests above all else, but a part of him wondered if there was more to life than the suffocating grip of his family's legacy. The elevator doors slid open, and Xander stepped into the meeting room. His father's expectant gaze met his, and Xander knew that his day was about to become a lot more interesting. "Ah, Xander, good morning," Councilor Astor said, his voice dripping with an air of superiority. "I'm glad you could join us. We have a situation that requires your... particular set of skills." Xander raised an eyebrow, intrigued despite himself. "What kind of situation, Father?" His father's smile was a thin-lipped affair. "It seems we have a young troublemaker in the lower districts. A girl, Reine Green, has been causing quite a stir with her sharp wit and quick tongue. I'd like you to... take care of her." Xander's gut twisted with a mixture of curiosity and unease. He had a feeling that this Reine Green was going to be more trouble than she was worth. Little did he know that their paths were about to cross in ways he never could have imagined.
